Differences Between NHCNA & FNBD Agreement Provisions

These are the major or significant "differences" between the current (a/o 1.28.05) NCHNA (North Capitol Hill Neighborhood Association) agreement it has presented to Bertschi and the list of conditions FNBD (Friends of North Broadway District) submitted to the City and NCHNA earlier this month. A detailed comparison reveals there are many, many similarities and in some cases the conditions are nearly identical. NCHNA and FNBD are very close on numerous conditions regarding transportation, parking, event management, construction mitigation, and even enrollment and campus caps. Here's a look at some differences or areas where one chose to address the subject and the other did not (e.g. building design). This is admittedly from the FNBD.

  • FNBD caps enrollment at 220, NCHNA at 240. But NCHNA's has a cleverly worded escape clause (Article 5.5) allowing increases with only transport mitigation. This latter "clause" is the most problematic.
  • FNBD caps summer school program at 50 students for any one of three one-week sessions. NCHNA does not address summer school.
  • FNDB proposes school have designated School Transportation Coordinator position, reportedly a key position in Prep and Bush transportation and parking programs. NCHNA doesn't address need.
  • FNBD proposes Bertschi funding for RPZ permits for the neighbors. NCHNA doesn't address.
  • FNBD proposes extension of on-campus drop off zone or use of curbside as alternate. NCHNA supports use of current drop-off loop.
  • FNBD proposes implementation of an organized pick-up plan using extended on-campus loop or curbside patterned after Bush "best practice" program. NCHNA does not address pick-up situation.
  • FNBD stressed need for pre and post studies or analyses to evaluate efficacy of school changes. HCHNA does not address this need.
  • FNBD focuses on the "number of vehicles" as the definition for the size of an event while NCHNA uses "number of attendees."
  • FNBD addresses on-campus parking requirement. Using SMC references it proposes 1/staff plus 1/8seats in gym for total of 48. NCHNA does not address this subject.
  • FNBD addresses noise abatement requirement for entire campus, and limitations of noise at special events. NCHNA does not address noise impact.
  • FNBD addresses new gym size (designed to be 20% over Code in width) and architectural design. NCHNA does not address.
  • FNBD specifies that all school "undertakings" be conditions of the MUP. NCHNA allows the campus cap and enrollment cap sections to be excluded. This is an especially concerning omission.
